Policy paradigm modes: explaining USA antitrust law changes in the 1970s

Abstract This article advances the theory of policy paradigms by investigating when are rigid, constraining alternative perspectives and options, instead they more flexible, allowing actors to overcome paradigmatic restrictions differences. Departing from existing theories on paradigms, I conceptualize paradigm rigidity flexibility as characteristics that develop endogenously within policy-making process, shaped types changes proposed discussed framing strategies employ support their proposals. Policy can therefore have both rigid flexible modes same area in period. Conceiving helps us better understand how policies change there competing exogenous crises. illustrate this empirically with an analysis debates surrounding four antitrust (competition) proposals USA during 1970s.
